Yes, but the 2nd does not have to say that you have to "register" yourself to own one, which is basically what you are doing when you pay the tax and get checked.

Also, they are passing more and more laws to limit ownership. "Gun Hoarding", ammunition quota's, etc. The argument is where they are attempting to tie the 2nd to hunting, when the intent was civillians being armed to defend against tyrany(sp).

Look at the national guard, once state controlled, are increasingly being federalized and utilized as a national force.
