I looked in my personal dealer list and have a match.
27 275 is:
Village Chevrolet Co Inc
222-22 Jamaica Ave
Queens Village NY 11428

I think this came from a 1967 protecto plate book.

HM WILLIAMS IS NOW SMITHTOWN CHEV IN SMITHTOWN LONG ISLAND NY.I USE TO WORK DOWN THE BLOCK FROM MAJOR CHEV ON STEINWAY ST.I DONT THINK THAT BUILDING IS USED BY THEM ANYMORE. I DONT KNOW IF IT IS THE SAME OWNERS OR NOT BUT IT IS NOW MAJOR WORLD ON NORTHERN BLVD.AND I WILL LET YOU KNOW ABOUT UNIVERSITY CHEV ON JEROME AVE

Thanks to everyone! I just picked up my '74 Spirit of America Vega on Long Island two weeks ago. I passed by Bast Chevy on the way. Since it was built in Canada (1st year for this), I was able to get documentation from GM Canada for it. They only listed the code, not the dealer name, I figured it was in NYC, because an old key I got with the car was stamped with the name of a locksmith in Yonkers, NY. Another hint was the City/Country horn switch under the dash. I've only seen them on Ebay until now.
The body of the car is in great shape. The interior needs a little work (elbow grease, seat covers, carpet), but it's all there.
Best of all, I owned one of these back in the 70's, so it's like seeing an old friend again!
