The usual UAW emblem has people holding hands in a jesture of solidarity. When i first looked at it the first thing that came to mind was The UAW.However I dont think It is a UAW thing It might be a muncie factory emblem

A guy gave it to me today. 3" across heavy metal like a belt buckle. He was sure it 30 years old. Dealer in town gave it to him when he was a little kid. :

I tend to agree with Pete, Muncie plant at Indiana is a possibility. Color scheme correct for a Patriotic Town.
