We fix some very bad stuff. This one is really beyond that due not only to the rust, but collision damage. Also were this a ZL1, Yenko, or high end piece, there might be room for a break even senerio. The cost to resurrect this is way higher than the value done.
The only way to do cars in this shape, in order to verify that it's the real deal is to take pictures at all phases of the work. And if you need to change a tag, have a member of law enforcement witness it. In Ia if the title has been surrendered to the state, it can never be retitled again. It's officially junked period. Good luck to the new owner.
