Robert;

Remove the pump cover on the front float bowl and see if the little stainless check ball in the pump cavity is stuck. Be careful with it, it's easy to knock the brass retainer plate loose trying to free it up.

If that's not it, pull the squirter and see if the check valve in the main body is sticking.
