You might want to try www.ustrace.com. I've heard very good things about this service. From what I understand, if you have the vin they can tell you who the current owner is. Cost is $45 if I remember correctly.

Thanks Tom, Have done all the DMV , INS, Stolen, Wrecked, cks, Talked with last Registered Owner, Still no car.
