I can't speak for all vehicles or all plants back then,but from my experience,I have never seen an adhesive Tire tread decal on any Assembly line mounted tire.
Spare or axle mounted.
Most likely they were removed once they were assembled onto the rims,after they were static balanced,and a tread stencil was applied for specific model application callout.I have a very good 1967 16mm movie showing the entire Goodyear Tire plant process in sequence.
Tread Labels were applied for retailers purpose I believe.

Personally, I would bet there was no "removing" of the labels at all... The tire companies were making large batches (orders) of tires specifically for factory assembly line purposes, and therefore wouldn't have even bothered putting the stickers on them, as I agree these labels were made for tires to go to retail outlets, tire shops, etc. I also talked to some guys who work at a dealership doing new car check-in's for some 20+ years, and they said they have never seen a car come off the transporter with any stickers on the tires, and I doubt there was anyone at the factory in charge of picking the stickers off the treads of new tires as they mounted them.

This is the original spare from my unrestored 70 Z28 as you can see it has the JBDL stamp which is what is in the Spare box on the build sheet. Oh Ya still has original air also!!!!

My 69 Chevelle has the original spare. No sticker. Some hand written stuff though.

Here is the original spare out of our 1966 Corvette Convertible. Its from the original owner, and until we inspected the car, he did not even know the there was a spare tire in the hub. Its got the original air, crayon markings and sticker. I guess this is throwing a curve ball to the tend?
