The ZL2 was developed to go with the ZL1, hence the RPO #.
Once it became an RPO, it could be ordered on any SS or Z28, after Jan. '69. I know that the 396 came with a flat hood, but since all COPO's came with the ZL2 hood, it would be easy to assume that there was a clearance issue. The car in question has an SS hood, and the question is "Possible COPO?"

Then carried over to the 1970-72 SS Chevelle & dubbed,"COWL INDUCTION".
