VIN should start with 124870N for Norwood cars and L for LA cars.

you are right if that is a '70. I was trying to point out to him that the vin he posted is short a number or else it doesn't belong to a "71" model car.

All gm cars vins show the year by the # to the left of the N or L depending on the plant. His shows a "8" which could be a typo error. He is missing one number there and should pay very close attention to that as he may be looking at a stolen and re-vin'ed car.
