What is the story on the blue camaro with a mud and snow tires on the slide bed ?

hey Charley that little camaro is one of the nicest camaros I have ever seen in original panel / condition and it's at my friends shop getting a strip down to the metal for block and paint (resto) and it should be leaving his shop mid January to come back to me to finish it.
