Default '68 Goat-- What's It worth?

Just curious as to what a '68 Goat would be worth . . .

2- 400 blocks (basically complete, but need totally rebuilt)
Body resto started, needs new passenger door, and needs new passenger quarter. Has new hood to replace the creased one. Every panel needs bondo.
Interior complete, with totally new interior kit- not installed.
Frame is all redone- sandblasted and painted.
Car is very rust free with only 3 small spots- filler panel between rear glass and trunk, right behind the windshield ribbon, small spot under chrome trim on drivers side fender.
It's one of my best friends' cars, and I know he paid $2,000 for it before he started the resto.
I've been looking for a good project, and my friend probably hasn't worked on it in 3 months. I figure I'll make him an offer and I'll take it from there.

Car is basically all complete, with many extra engine parts, and almost everything to complete the resto.

What would you guys recommend as an offer?

Are the motors running? Is one of them the original block?

$1500 for a basket case, would be worth it if the answers to either one of the above is yes.

At least $3K if he really has all the interior, and other parts to make it a complete driver.

Yes, one is the original block, and another is out of a catalina . . .

I think I'm gonna wait for my dad's camaro.
