Yep...... former A/C equipped car. My guess is that the inside heater box didn't get changed since they left the heater core outlets way over there and modified a non-A/C box cover.

In addition to patching the firewall, Don called out the core support holes. Also, that core support has the wider opening used with the optional heavy-duty cooling system that some A/C equipped Novas got in 73/74. You can also see the A/C vent on the right side of the glove box.
