Someone please correct me if I'm wrong. The way I understand Illinois law, you can run a vintage plate if the car is registered as an Antique vehicle. The State issues an Antique plate but you have the option to display the vintage plate on the car as long as the correct, and current Antique plate remains in the vehicle. Seems strange but I asked a State Trooper and he verified it.

Antique plates are $6 per year; renewable every five years. If you register a car this year, you pay a pro-rated fee to carry you to Dec 31, 2004. All Antique plates renew at that time. (Dec 31, 1999, 2004, 2009, etc.)

Same in Texas, my cars all run a never issued plate that matches the year of the car.

I found in California that if the old title has the plates listed, they're verified to be in good shape, and all the necessary paperwork the DMV requires is filled out you can use the plates. I've had this done for my '67 when I bought it earlier this year.
