Looks to me like the curved grind marks were done over the stamps. looks OK to me but someone with a data base of stamps can come up with a close date to compare.

Although it is a date I did not have previously the ones around that assembly date match up. Agreed someone hit the pad with something but after the stamp. My opinion.
