This rat's nest "CARTER Emission Reduction Kit" was attached to the left inner fender, and since the holes were there I opted to clean it and put it back, tidying up the wiring and tucking behind the booster. Note how it instructs to set base timing at 4 degrees less than spec, that would be TDC
 !!Conversation piece if nothing else. I've seen these on other SoCal cars, was it required in all of CA, or maybe just an LA County thing??
