I work in the outdoor power equipment industry. Currently, carbs are considered part of the emissions systems. A manufacturer is not allowed to sell specialty tools to adjust carbs over the counter because someone could adjust them out of emission compliance. We also have computer controls on some units that control air/fuel ratios and engine timing. These are monitored and adjusted with a software package. Manufacturers and factory authorized techs are liable for maintaining emission compliance on units.. It seems that Right To Repair laws contradict EPA laws regarding tampering with emission systems if access to emission compliance is made available beyond authorized dealerships.
