Curious that the trim tag rivet hole doesn't line up, nor does the "shadow" under it. Could the rivet remaining be that loose to allow this ? LOS body with Norwood tag ?? Were the tag hole spacing's different ?

Although the trim tags were different dimensions in '70 between Norwood and Van Nuys, the rivet holes were the same dimension and location, so the upper Cowl panels must have included the TT rivet holes when stamped at the supplier...not as the assembly plant.

A car in Tucson for sale (not mine) running driving nothing original in it.

You weren't kidding Larry...even the rear has been changed. Shame as there are so few L78s, but just can't see spending the $$ to restore this one. Maybe best left a drag strip warrior.
