The 3921896 seal is 67-68.
The 69 4-speed shifter used the same rubber boot regardless of application. Mounting ring is physically the same; painted for use with a console, chrome plated w/o. The plastic tunnel used in the console is 4-speed only, 3-speed different. All of this is shown in the Assembly Manual.
