Early to late differences in 403 Bell Housings?

Since the bell housing was on the engine when it left the engine assm plant, I would think the bolts had paint on them.

As to how much paint I would think would be determined by who was doing the painting at that first time

These are my logic. Not sure about the last part...Joe
