I think it was pres Regan pardoned him so he could get into the NASCAR hall of fame. I’m sure there was shine at the Whitehouse.

I recall Jr.was invited to the Goodwood Festival of Speed and had to decline as he did not have a passport and was not eligible for one because of his conviction. That led to his Pardon.
What I read about him was he had a sixth sense for all things mechanical and just “ figured stuff out”.
