I guess that's believable, albeit rather unscrupulous on the part of the dealer. Since it only cost roughly 50 bucks to upgrade to either white lettered or white stripe F70-14 tires from 78 series blackwalls on non-SS 8 cylinder Chevelles, a $100 charge to change only from F70 white lettered to F70 white stripe sounds anything but credible.
