Seems like everything I read on the SPI forums says the best adhesion for the epoxy primer is a sandblasted surface. I know you don't want to hear that. Anything else doesn't provide the "tooth" that sandblasting does.You could try to hit it with a DA (dual action sander..not double acting revolver) but there are so many nooks and crannies on the underside it would take forever.
