Unlikely it will be under burlap...the seat components were staged for the assembly line...workers referenced the Fisher Body sheets and pulled the correct color/trim level items. Sometimes you will find multiple sheets in the same car...sometimes the document will be for another car. Since std. black interiors were so common, you often see this with these components.
Many times the paperwork was simply discarded...back then those boys never thought we would be looking for these documents. The body sequence number on the Fisher Body sheet should match the cowl tag. -wilma
