Yes it can be welded--but I advise against it.
The parent metal is of mediocre quality which makes it difficult to weld, and you can pretty much guarantee there will be evidence of the repair. Those carbs/bases aren't that hard to find. I'd hold out for a donor parts carb and harvest the base from it.
