I would not use any assembly manual dimensions for anything. I once used the 69 manual, to lay out the holes for the Camaro emblem on both fenders on a piece of paper. Then I made a template off an original emblem to precisely locate the pins, and overlaid it over the holes. One side had the emblem slightly rising, and the other side had the emblem slightly dropping.

I'd make a template with pin locations on a piece of poster board (I used a cereal box) tape it to the fender, and step back 10 feet, to look at it. Adjust until you like it, and drill pilot holes. Then drill or file with a jewelers file until it fits.
