Muscle Car Review issue needed

My guess is that the tag is a Property Tag. The number is far too high for a car number and it's definitely not a GM tag for an F&SO number. Everything the department owned probably had a property number, right down to the typewriters.
As far as the Duntov connection, it's hard to say since the only piece that he was supposedly involved with was the engine build. Everything else is stock Police car Body & Chassis equipment. The engine has a standard "F" suffix code which is the 250hp 348 with standard trans. (it's a 3-spd)
The car was supposedly restored in Ca. and the new owner is trying to contact them for more information.
It's just a little side research project that landed in my lap. I've never really looked into those cars before.
