It's a cowl tag for a 1964 Nova 400 2 door sedan. There doesn't appear to be a tag on the firewall, so this
is probably the original. It shows paint as silver blue and blue interior trim, which it probably was prior to the red being applied, but who knows. I agree that steering clear of cars like this prevents all kinds of possible pain later on.
