Not a dumb question and yes that is exactly what it is. Arlington cars are well known for have a bright orangish red primer everywhere on the car. If you look at many of the photos you can see it coming through many of the lightly painted areas such as the door hinge area, door latch pin, trunk area near the front, inside the trunk lid gavity, etc, etc. I love these unrestored cars as they offer so much information on the way things were actually done on the assembly line. I have a twin to this car (other than bench seat auto) in the shop but from the Atlanta plant, also a survivor.
