Maybe he's hoping that charging a "viewing fee" will weed out the tire kickers. However, if I was arrogant enough to charge that fee I think I'd provide a better ad with more detail and more photos to entice the more serious buyers into paying the viewing fee.

I have a feeling my man is going to have that car for a little while using that tactic.
