Duct tape a piece of clear plastic (24"x24"
 in a few spots and leave for 48 hrs to see if any moisture problems. If so let me know (Vapor Transmission)otherwise mechanically prep via shot blasting or diamond grinding.Two pigmented coats with a back rolled texture would be the most cost effective system, however you dont have allot of impact resistance. Where in Illinois and how are you going to use the floor. Is it new or do you have to worry about oil or fatty acids in the concrete?
