It may be difficult but a good photo of the trans stamping is needed to render an opinion.

Having said that two things stand out.

At that time Muncies were stamped with the last digit of the model year. The stamp should be 'P9S16C' not P8. A Nov 16 trans in Feb built car is odd but M22s were rare [2,117] in '69s. I know of an 01C '69 with an Oct 19 M22.
