A good used tilt column probably will run him $200 and up.
A used power drivers seat track are harder to find and can run a little more. Make sure he knows there are special brackets welded to the floor that go with the seat track. Bruce is right about finding them in a monte carlo. Also, they were more popular in GTO's (LeMans's), Cutlass's, and Skylarks.
I see them on Ebay every once in a while. I put one in my 69 Chevelle because it allows you a few more inches of leg (gut) room!

Also found in Grand prix, many of these were loaded cars.
