Yep! You found out while I was editing my other response. They are accessory bumper guards and the bumperettes in front are removed first.

Here's a pair of NOS rear ones for '66 that popped up on shmee-bay.
link It looks like the hardware is a little different from the ones you have. I'm not real familiar with the ones for '65. They could possibly be the same.
