yes you can. Remove the tiles and either roll or spray paint the t bars..Its done all the time

Make sure you give the tiles & T-track a thorough cleaning first.
I just did this in a basement where a smoker lived,and found that nicotene stains bleed through later on if you don't. |

I second the KILZ, but be sure to use the enamel and not the oil base. Oh and lots of fresh air!

the Zinsser works pretty good. Used it a few years back. And look it comes in two colors, white and blanco
