That original mastic sound deadener material is pretty oily and doesn't usually absorb water if it's not all dried out. The jute is definitely toast though. You can hose it off and hang it out to dry in nice weather but it's usually just as easy to buy new and replace it. I'd remove the carpet and hose that off as well. Are you in an area with decent weather so it can dry out somewhere?
