Ok, that probably is for the radio equipped cars. It helps ground the hood to the car to help eliminate static.
Pretty sure it's with AM and AM/FM radios as well as cars equipped with 8 tracks.

I checked the AIM, Rick is correct, it is for RPO U63 and U69 (AM and AM/FM radio). Sorry for any confusion PJ.

BTW The hood ground was used on Novas too. However they only appear on the pre December 1969 cars. Mid year production change eliminated them. There is a Service Bulletin or Service News item on how to deal with customer complaints and what part number to install if needed.

I believe that the screech as the hood opened or closed cause more complaints than the static did.

I researched this a few years ago, I just looked into this again since my BB is an early car this item is on my shopping list.

Hello
By chance are the photos of the car shown a early (Dec-Jan) Atlanta built car(judging from the relay switch in the wiper cove) just wondering as my car was built in atlanta 3rd week of Jan and those are the ones that i have for my car as well and was wondering if they are correct as well.Thanks,Geoff.
