GM & B-J are not going to be held responsible for the titles or the cars. Nearly all are "scrap" titles. Some of the cars with the scrap titles have "incomplete VIN numbers", meaning they have an EX (experimental) at the end. Those VIN's are not "complete" and I would imagine they would have to have an assigned VIN from your state.

Thye have made it very clear that neither GM nor B-J will be responsible for what is being sold, they are basically saying you are buying parts

I called the our state inspection office and I was tolded if the car was on a junk title it could never be licenced in Iowa. I got my answer

I have a friend who built a ProStreet T-Bird a few years back. FOMOCO gave him a factory test mule sans engine, tranny,etc. The car had all kinds of prototype equipment that he mostly trashed while building the car. After the P/S movement died (Yes friends, IT'S DEAD!) he removed his drivetrain and tried to sell the car. No deal! The State of Illinois wouldn't register the car since it NEVER had a VIN assigned from FOMOCO. The car currently sits behind his shed rotting away.
