seems like there was a question on which way was/is up ... still unanswered unless the assembly manual shows ...

my July 70 Van Nuys Z28 HAD that style mirror until I chucked it in the 70's or early 80's for one that stayed in place ...

I've seen leather protective caps like this used on electrical sending unit contacts,connections &amp; junctions to protect them from shorting out.Based on where you found it,I'm guessing maybe it came from something electrical on the firewall,an engine compt.light,or even the idle solenoid pot below.
