68 vet motion? vin # 194378S423906

This car came from a car museum in eastern Pa. around scranton wilksboro area and was owned by a Mr. Riley. Yhis was from the second owner and he said this car has 500 hp. This car was sent out to be modified and it appears to be a motion modification or a great clone. Tried to contact Mr. Rosen but no answer to my emails. Anyone know this car?
