Default restoring nuts and bolts

I have a few hundred correct style Nuts and bolts that i am wanting to restore to freshen up my cars. The Nuts and washers will get a silver cad or Zinc finish. I need advice about the bolts. I have heard the terms phosphate and black Oxide finishes for bolts used on rad supports and attaching some of the sheet metal. Which is correct? A fe local shops can do the black oxide but they stated it has an Oily finish.
Advice?
