I'm still confused

WHO do I contact? GM Canada or PHS for US built cars? (NOT Pontiacs) I SAW a doc on this site "somewhere" from Canada BUT for a US BUILT AND SOLD CHEVROLET?!?!??!?!?!?!
What's up with that????
