L34Pace, No purchase of performance parts was required to get that sticker. The owner probably was a member of the Motion Super Car Club which was a deal offered by Mr. Motion, Joel Rosen. It consisted of a printed club news letter and offered cheaper prices on performance goodies. Site member JoeG is an original member of this club, not to mention an original B/M Chevelle owner that he still owns today-lucky dog!!
