I am told the loose cable thing is because they are not tensioned right when assembled????

Yah!!......Right.......When the lift is all the way on the ground, there is still stroke left in the cylinder(which loosen the cables if you still hold the lowering valve open) and if you want to re-engineer the system (as with anything) it could be fixed......I've learned to stop it about a 1/2" above the floor to keep tension on the cables.......
