The individual then refused to reveal to the police who the person was that now has the signed off Ownerships (Titles). Police would not persue the case any further unless the cars are found. Even though it is possible for that person to build, register and sell these vehicles, the incident has been registered with law enforcement should they ever mysteriously re-appear.

Another example that was not followed through by cops, I would think that someone that goes to register a bogus car is commiting fraud.
