Your picture shows the top plate and snap ring already off. The top plate is what seats the upper bearing. I think there are 3 screws that hold the switch in at this point, you have to cycle the switch to get to all the screws. Unplug the flat plug on the wiring harness at the bottom of the steering column and give a yank, but first hook a wire or string to the wires to use when you install the new switch and want to feed the wires back down.
