I'm not up on the Indians much,but I don't think the Flint plant produced the GTO during the date of your transmission.

1967-68 GTO VIN Plant Codes
B=Baltimore,MD
G=Framingham,MA
K=Kansas City,MO
P=Pontiac,MI
Z=Fremont,CA

Family size GM cars could & did receive the Muncie 4SPD back then.
For Chevrolet "B" Body:
*In 1967, 14,600 got the M-20.
*In 1968, 6,596 got the M-20,& 1,052 got the M-21,& Only 124 got the M-22.
