It's the brackets. I've got an original bumper with repro inner brackets. The bracket seems to be off by about 15 degrees from vertical on mine. Almost seems like the bolt holes where they attach to the bumper extensions are not drilled correctly. I had to elongate the holes to get it anywhere near correct. Bolt everything together loosly and then tighten the two bolts going into the bumper though the bracket last. I still think that mine needs some work as the upper edge of the bumper seems awfully tight to the lip on my RS grille in the area between these brackets. I think the bracket is twisting the bumper slightly rolling the upper edge back into the grille.

The repro outer brackets will also push your bumper out away from the fender about 1/4" more than the original ones do giving you a bigger gap at the ends of the fender than normal.
