Yes, I use a potentiometer placed in series where the fuel sender would go.
Vary the resistance and look for corresponding indication at the dash (or console) gage.

0 ohms = empty
45 ohms = 1/2 tank
90 ohms = Full tank

I made a handy device that can be operated when sitting in the driver seat.

Large photos,,, you get the idea.
