G.M. zone and dealer codes

Just got my Chevrolet zone and dealer code from NCRS. Zone-13 Dealer code-396
Was way off from what I had thought. Best friend purchased in Wichita Falls Texas. in 1975. Turns out it was shipped to the Pittsburgh Pa. area. (West Pa. - East Ohio ). I can't find anything on the dealer code. Anyone have any ideas? Or should I just inquire with the Pa. dmv? To see pictures, use google, put in ( Jim SS 427 Nova ).
