Al, that flat out sucks!! I would try what the others said, going through the US Postal Service. You can also telephone the local Police Agency where this business is or was located and ask them about it. Make sure to speak to a Uniformed Officer Or someone in the Detective Bureau there.
Chances are that Police agency might know what is going on with that company and if they have received other complaints similar to yours. I'll bet you are not the only one they ripped off. The Police Agency may tell you that it is entirely a Civil Matter. If you want a second opinion telephone the local County Prosecutors Office about it in that area and ask a Prosecutor... You could also contact the US Attorney General's office and file a complaint with them... Rich
